QUALIFIED ELECTRONIC SIGNATURE CERTIFICATE

With regard to the application of the Electronic Document and Electronic Signature Act, BCCI as a registration authority with “Information Services” PLC provides an easy and convenient procedure for obtaining a qualified electronic signature certificate to physical persons and legal entities respectively StampIT Doc - here and StampIT DocPro - here.

Possession of an electronic signature saves time and money. It allows on-line filing of electronic documents, signed with electronic signature which has the effect of a handwritten signature.

The electronic signature certificate guarantees personal and company identification, safety and confidentiality of your e-correspondence when using the following services here
 
Issuance of Qualified Electronic Signature Certificate
  1. Requirements for issuance of qualified electronic signature certificate:
    • personally - the person (Author) in whose name the certificate shall be issued to appear in person before the Registration Authority;
    • by means of an attorney - by presenting an original Power of Attorney certified by a notary with the following text or a text similar in meaning (Sample Power of Attorney). This shall be done in case the Author of the electronic signature certificate cannot appear personally before the Registration Authority. The Author shall send a representative to arrange the necessary formalities on his/her behalf.

    For the processing of your electronic signature, you may:
    • fill in the on-line application in advance at: here and specify your application number when you visit the Registration Authority at BCCI;
    • the operator may fill in the necessary data on the spot in front of you when you submit the necessary documents to the Registration Authority at BCCI.
       
  2. Necessary documents for issuance of StampITDocPro, submitted by the customer:
    1. Identity card of the Author of the certificate;
    2. For legal entities – NOT-FOR-PROFIT ORGANIZATIONS:
      • Decision for court registration;
      • Document for BULSTAT registration – original and a copy;
      • Certificate of actual status, issued or certified by the court no earlier than a month before the date of submission and signing of the form “Request for issuance of qualified electronic signature certificate” – original or a copy certified by a notary;
    3. For sole proprietors, legal entities (companies), branches of foreign entities, registered in the Registry Agency – a reference from the Registry Agency;
    4. For other institutions/organizations:
      • Document for BULSTAT registration – original and a copy;
      • Constituent documents of the institution/organization;
      • Document verifying that the authorizer is the manager/representative of the institution/organization;
    5. In case the grounds for empowering are not included in the other documents for the status of the legal entity or the institution/organization – a Power of Attorney certified by a notary shall also be presented.

     
  3. Necessary documents for issuance of StampIT DocPro Certificate, provided by the certification services Provider:
    1. Contract for the certification service (BG languade);
    2. Request for issuance of certificate (BG languade);
    3. Registration form (BG languade);
    4. Delivery and acceptance protocol;
    5. Document verifying the payment of the service;

  4. Necessary documents for issuance of StampIT Doc Certificate, submitted by the customer.
    1. Identity card of the physical person whose name shall be included in the content of the certificate – original and a copy, certified by the applicant.


  5. Necessary documents for issuance of StampIT Doc Certificate, provided by the certification services Provider:
    1. Contract for the certification service (BG languade);
    2. Request for issuance of certificate (BG languade);
    3. Registration form (BG languade);
    4. Delivery and acceptance protocol;
    5. Document verifying the payment of the service;

  6. . Prices (VAT incl.) for the digital certificates issued at BCCI:
    • StampIT Doc for 1 year (for physical persons) – 12.00 BGN
    • StampIT Doc for 3 years (for physical persons) – 32.40 BGN
    • StampIT DocPro for 1 year (for legal entities) - 48.00 BGN
    • StampIT DocPro for 3 years (for legal entities) - 126.00 BGN
    • Smart Card - 9.60 BGN
    • Smart Card Reader - 14.00 BGN
 
Renewal of Qualified Electronic Signature Certificate
Renewal of the qualified electronic signature certificate is made by the date of expiry of the validity of the certificate. If the validity of the certificate has expired the procedure for issuance of a NEW certificate shall be applied and all necessary documents shall be enclosed.
  1. Requirements for renewal of qualified electronic signature certificate:
    • personally - the person (Author) in whose name the certificate is issued to appear in person before the Registration Authority;
    • by means of an attorney - by presenting an original Power of Attorney certified by a notary with the following text or a text similar in meaning (Sample Power of Attorney). This shall be done in case the Author of the electronic signature certificate cannot appear personally before the Registration Authority. The Author shall send a representative to arrange the necessary formalities on his/her behalf.

  2. Necessary documents for renewal of StampIT DocPro Certificate, submitted by the customer:
    1. Identity card of the Author of the certificate;
    2. For legal entities – NOT-FOR-PROFIT ORGANIZATIONS:

    1. Identity card of the Author of the certificate;
    2. Card StampIT on which the certificate was issued.
       
  5. Necessary documents for renewal of StampIT certificate, provided by the certification services Provider:
    1. Signed request for renewal of certificate (BG language);
    2. Document verifying the payment of the service;

    • StampIT Doc - for physical persons - 12.00 BGN
    • StampIT DocPro - for legal entities - 48.00 BGN
 
Provision of Electronic Mailbox Service
To facilitate the customers who would like to buy electronic signature certificate, but do not have an electronic mailbox or whose current mailbox does not support the protocols POP3, IMAP and SMTP, we provide an electronic mailbox service. For registration of name --> electronic mailbox here

    1. Contract for the provision of electronic mailbox service (BG language)
    2. Prices (VAT incl.) for electronic mailbox subscription for a period of 1 year: 12.00 BGN
    3. Prices (VAT incl.) for electronic mailbox subscription for a period of 3 years: 33.00 BGN
