Certificates of Origin Form “A” and their Acceptance in Russia
The State Customs Committee of the Russian Federation has issued Regulations No 651-r on the Certificates of Origin Form “A” providing for the procedures and requirements for the acceptance of these certificates by the Russian customs administration. An annex to the Regulations gives in detail the requirements for the filling in of the certificates Form “A”.
The certificate Form “A” is a unified document within the General System of Preferences. It has to be duly filled in and signed by the exporter and issued by an authorized organization. BCCI as an independent organization, in harmony with the world practice, has been issuing certificates Form “A” as provided by the General System of Preferences, since its very establishment.
It is the only non-governmental organization of the business circles in Bulgaria maintaining a Trade Register of its members and able to establish both the status of the company and the authenticity of the signature of the person authorized to represent it. The customs authorities of the Russian Federation may require a post verification of the issued certificate, for which BCCI provides consulting for the submission of the required evidence for the acknowledgment of the certificate
