Universities should attract not only high school graduates but also workers
The President of BCCI Tsvetan Simeonov took part in the meeting of the Minister of Education with Rectors of Bulgarian universities at which possibilities to strengthen the higher education system were discussed. The discussion was held at the invitation of the World Bank’s mission in Bulgaria. Universities are now able to independently promote doctors and professors. The acting student loan system allows the state to pay the loans of families, the two members of which are students who have student loans when they have a baby, Minister Ignatov announced and reminded that the right of paid education was restored.
According to a World Bank report, in 2011 about 4800 Bulgarian students took student loans, and about 16 000 received scholarships. The report also specifies that in 2010, 41% of young people in Bulgaria aged 19 – 23 were enrolled in university.
Despite the quality achievements however, the World Bank reckons that in the last two decades our higher education encountered problems with quality and efficiency. According to it Bulgaria has adopted strategic documents for all stages of education, with the exception of higher education. Besides, universities are governed mainly in favour of the academic staff. Another existing problem is the underfinancing of higher education. Therefore, the Bank proposes in the medium term funding for universities to reach 1 % of the GDP.
Bulgarian higher education systems needs to be reformed and modernized, the Minister of Education, Youth and Science Sergey Ignatov said during the meeting. He emphasized that our higher education system is faced with a complicated situation. In the years of transition to market economy a lot of positive changes were made. Even though our higher education system was put under a lot of pressure, in the past two years universities were given the opportunity to associate, student loans were provided, the Minister noted, and several projects aiming to bring the business and universities closer together were developed. He recommended that universities attract not only high school graduates but workers as well.
As a success Minister Ignatov pointed out the start of e-education. A delay in it would be very bad, he noted. With regard to the immigration of workers, the Minister predicted that it would become a fruitful theme to attack the Minister of Education during the next elections. However, he reminded that the USA in particular has a programme to attract young minds; therefore, Bulgaria has to offer even higher quality of its university education.
Our country may also consider merging some public universities into large multi-profile universities, the World Bank recommended.
