Vienna Economic Talks – Sofia Meeting enjoyed immense interest of participants from 16 countries
The forum was dedicated to an extremely well-selected topic, due to the partners that organized the event – Vienna Economic Forum and the Bulgarian Chamber of Commerce and Industry. The topics discussed at the forum concern everyone, said the President of BCCI Tsvetan Simeonov in his closing remarks.
At a moment when we strive to make Europe more competitive and attractive, the liberalisation of the regional market is of utmost importance. Most of the EU Member States regard South Eastern European countries an integral part of the common economic area.
Mr. Simeonov supported the Minister of Regional Development and Public Works, Lilyana Pavlova who declared the Government’s intention to develop the infrastructure, enforce the Danube Strategy, promote tourism and intergovernmental dialogue.
Deputy Minister of Economy, Energy and Tourism Valentin Nikolov emphasized the Government’s ambition to liberalise the Bulgarian energy market and its wish for a new energy policy to support it.
Mr. Simeonov commented on the statement of Mr. Jorg Sollfelner, Country Manager for Bulgaria of EVN AG that the price of energy for Bulgarian consumers is actually low as compared to the high consumption, saying “I would say that we have cross-subsidization and Bulgarian companies contribute to the social policy of the country by paying some of the expenses to compensate for the lower prices for households”.
Mr. Simeonov highlighted the Austrian energy market as a good example for the development of the sector. The possibility was discussed to drop the requirement to mix diesel with a certain percentage of biodiesel, which took by surprise Bulgarian companies and made them look for alternative ways to quickly include biodiesel in the contents of fuels. Bulgarian companies, which didn’t manage to quickly adapt to the new requirements, received support by their Austrian partners and sold their produce on the Austrian market.
Tsvetan Simeonov commented on the statement of the Minister of Transport Ivaylo Moskovski, who drew attention to the new projects Bulgaria intends to develop, related mainly to the active enforcement of the Danube Strategy – development of the Danube River ports with Austrian influence. He informed that a major Austrian postal chain is ready to invest in the modernization of the Bulgarian postal service. In the months to come, concrete steps are envisaged to be taken for the application of e-Government in Bulgaria.
The President of BCCI noted the participation of the Deputy Mayor of Sofia Municipality Doncho Barbalov in the forum. According to the Deputy Mayor, the Municipality will develop transport, ecology and education. For the Chamber it is extremely important to establish Sofia Investment Agency. The possibility to use public private partnership in order to finance some projects is already used and will be further expanded.
An important picture was outlined by Dr. Michael Angerer, Head of Commercial Section at the Embassy of Austria in Sofia. He appraised Bulgarian market positively on the basis of the experience of Austrian investors in Bulgaria. Mr. Simeonov noted that the legislative process in Bulgaria is too dynamic – laws are amended shortly after their adoption. According to the findings of a recent survey held by BCCI, this is a factor which hampers the attraction of investors.
As moderator of one of the sessions, Borislav Stefanov, Executive Director of Invest Bulgaria Agency made an overview of foreign investments in our country.
Minister of Labour and Social Policy Totyo Mladenov also took part in the forum. In his address the Minister accented on the network of Labour Attaches in the EU Member States, who provide assistance to Bulgarian citizens. The Minister pointed out the funds for subsidized employment, training and qualification granted by the European Social Fund as the most important tools for increasing employment.
The President of BCCI thanked the President of Vienna Economic Forum Dr. Erhard Busek, who was at the root of this successful initiative, especially. Mr. Simeonov and Dr. Busek agreed a meeting between Bulgaria, Romania and Serbia to be organized in the autumn of 2012 in order to promote the contacts between businesses from the three countries, to better use the opportunities provided by the Danube Strategy.
