PUBLIC CONSULTATION "ALLOCATION OF FUNDING OF THE NATIONAL PROGRAM FOR DEVELOPMENT - BULGARIA 2020 BY PRIORITIES"





 
The halls of the Council of Ministers hosted a public consultation entitled "Allocation of funding of the National Programme for Development - Bulgaria 2020 by priorities" (NPD-B2020). BCCI took part in the discussion. NPD-B2020 goals and priorities were given due attention besides the indicative allocation of national and European funds by the presented priorities. More than BGN106 billion in national, European funding and other financing /PPP/ was reported to be necessary to achieve the objectives of the country by the year 2020.

BCCI Advisor on European Affairs Beata Papazova proposed the integration of mechanisms in NPD-B2020 which will ensure the fulfillment of the projected goals as well as the increase of the amount of funds provided for innovation and investment. At this stage, they represent one third of the funds allocated for fighting against poverty. The rationale for the proposal was that employment was the most important factor for overcoming poverty and that it was the rational for the focus in the allocation of resources to be placed on business development in order to open up new job positions as well as on the development of human resources. 

Ms. Papazova recommended the absorption of EU funds in the next programming period to be closely related to performance, satisfaction of the target groups, social and economic cohesion of the regions in the country as well as its actual impact achievement of national goals and priorities. In connection with the public-private partnership as an additional source of funds BCCI’s representative offered that ministries should declare in what areas they envisage implementation of projects to be carried out through PPP. 

Participants in the discussion recommended the limitation of the so-called "Soft measures" in future spending of funds and shifting the focus on investment projects instead. Innovations were noted to be a factor for growth in all areas and they were suggested to be brought out on a horizontal principle as is the requirement for environmental conservation. 
The newly-shaped priorities for the next programming period will be e-government and open management, a mechanism for feedback being provided for the latter.
