Proposals of BCCI for the work of the NCTC in the autumn






 BCCI reckons that the National Council for Tripartite Cooperation (NCTC), now in its new composition, should begin its work with the fundamental documents which are important for the entire economy and social policy of the country. First of all, the Economic Programme of GERB Party, with which it won the Parliamentary elections, as well as the implementation of the so-called Anti-crisis Measures (59 plus 1) should be reviewed. The participants in the NCTC came up with those measures with great efforts and stress over a significant period of time. According to our preliminary information, the anti-crisis measures are being much better executed than the Economic Programme of GERB Party. The Chamber considers that the moment is suitable for a review, while the mandate still has not ended. Thus, more efforts could be made until the end of the mandate so that as many of the promises made to the electorate be kept, rather than waiting for the upcoming elections. 

As far as Budget 2013 is concerned, BCCI will support the efforts of the Government not to increase the basic tax rates – especially the corporate income tax and the personal income tax. We will support the expenditures part of the budget to remain the same, if possible with a balanced budged, but the budget deficit should in no case exceed 3%. We will also support preserving the level of redistribution of total budget expenditures under the Consolidated Fiscal Programme to GDP around 35%. We are pleased that many of the infrastructural projects are being completed in time because this will have a positive effect. 

We would like the budget to ensure the acceleration of reforms in the sectors in which Bulgaria is criticized – justice and internal affairs. 

We will insist a serious review of the funds spent until now to be made and to provide the necessary funding. The promised e-Government should become a fact as soon as possible, because it will undoubtedly have a positive impact on the extent of criticism towards the level of corruption in Bulgaria. 

We will make sure that the budget and the measures for its execution in general, include steps of the Government to reform the business environment, aimed at restoring the economic growth, such as further accelerating VAT tax credit recovery. 

As to the intention to decrease VAT as a whole or to introduce differentiated VAT rates for certain products, our experts think that this would be rash in the current conditions.

In the field of social costs, provided that some reserves and opportunities are found during the formulation of the budget, the Chamber would not mind if the pensions are increased, starting with the most vulnerable pensioners with lowest incomes and proceeding as far as the money available allows. 

In BCCI’s opinion, if there are some reserves in the budget, it is high time to decrease the income tax for Sole Proprietors from 15% to 10% and in the same time to repeal the tax on dividends. This will be a good prerequisite for bringing the activity of companies in the light,  and a stimulus for many companies to declare their profits precisely in Bulgaria and to pay dividends in Bulgaria, which will also indirectly help the budget.
