Position of BCCI on the gas price

On 20 September 2012 a meeting of the Public Advisory Council at the State Energy and Water Regulatory Commission was held to discuss the changes in the price of natural gas for the IV quarter of 2012, when selling it by the public provider to end suppliers and consumers connected to the gas network. The Bulgarian Chamber of Commerce and Industry (BCCI) expressed its position for more transparency in view of the reached agreements on the price of natural gas and required a detailed analysis of the reasons why the price discount for end consumers is 16 times lower than the discount negotiated with the public provider.

The proposed decrease of the price in the text submitted for public discussion – 0.67% practically means that Bulgarian consumers will cover the losses of the public provider which is not able to solve its problem with uncollected receivables.

BCCI believes that Bulgarian companies should not bear the burden of the poor management of the company – public provider, which did not include an arbitration clause in its contracts for speedy collection of overdue receivables. Such an opportunity for speedy collection of receivables is proposed by the Court of Arbitration with the Bulgarian Chamber of Commerce and Industry.
