BCCI insists that an impact assessment is carried out prior to introducing new product fee for plastic bags
On 25 September 2012 a round table discussion was held on theme: “Social, economic and ecological effects from the introduction of product fee for plastic bags”. The discussion was part of a series of events included within the information campaign “Why Bulgarian plastic bags?” of Bulgarian Association Polymers, which started in August under the slogan “Think logically, live environmentally friendly!”.
The campaign was organized on the occasion of the amendment and supplement to the Ordinance determining the terms and size of product fees for products, the use of which causes mass waste production, which shall enter into force as of 1st October 2012.
According to the Bulgarian Association Polymers in a number of EU member states, such as Austria, Finland, France, Germany and others, there is no such fee while in other countries the fee is symbolic.
BCCI presented a position-paper emphasizing firstly that the fee has already been increased once, and that now it is about to be increased again without even carrying out an impact assessment or evaluation of the results from this measure.
Once again we are faced with the paradoxical behaviour of Bulgarian public officials who “blindly” follow any directive / regulation without carrying out an economic assessment and without realizing that it is precisely from the taxes paid by companies that they receive their salaries. Analysts and experts believe that, by analogy of the increase of excise duties, these measures will mean fewer revenues from taxes and social security in the budget, and will encourage the informal sector of economy and the contraband of polythene bags from other countries.
From an economic point of view, the introduction of such fee would place additional burden on companies producing polymers and their derivatives, and would put them in a disadvantageous position in comparison to other EU countries.
From an ecological point of view, the introduction of such fee would have a negative environmental impact, because many forests will have to be destroyed to produce paper bags.
BCCI insists that impact assessment is carried out prior to introducing administrative measures, as stipulated by law.
