Discussion club with BCCI was founded in Vidin



On 12 October 2012 a round table discussion was held in Vidin founding a Discussion club with BCCI to discuss measures for curbing the informal sector in labour and social security relations. The event was organized as part of the project “Increasing public intolerance to informal economy in labour and social security relations and preventive actions for its restriction” implemented with the financial support of Human Resources Development Operational Programme and co-funded by the European Social Fund of the European Union. 

Representatives of the local business, public administration and trade unions took part in the round table discussion. The following main topics were discussed:
Compliance with the labour and social security legislation;
Activity of the supervisory and control bodies;
Signaling function when having information about breaches of labour and social security regulations which cause unfair competition;
Changes in the minimum wage and the social security thresholds;
Liability for breaches of the regulations and the necessity of balanced distribution of fines between workers and employees and employers;
The right of association of workers and employees and the role of employers’ organizations and trade unions to inform their members about their rights and obligations related to labour relations; 
The impact of the measures under the Employment Promotion Act for restricting informal economy;
The importance of projects funded by the EU for increasing the knowledge of young people in the secondary school about the main rules regulating labour and social security relations.
 
The moderator of the discussion Vasil Todorov, Secretary General of BCCI presented the electronic platform of the project. Information about the different products which can be used by employers and employees was presented, as well as the new services provided as part of the project – free consultations on the following themes:
Labour and social security relations;
Corporate behaviour, corporate social responsibility, business ethics, improving the adaptability of workers and employees;
Management of conflicts through negotiations and mediation;
Application of the GS1 system. 
 
According to statistical data, Vidin occupies one of the last places in the country by labour market indicators – at the end of Q2 of 2012 the number of employed persons was 16.7 thousand and the average wage was BGN 503. These data show the need to implement specific projects in the region to boost the local economy. 
 
The great potential of Vidin lies in the cross-border transport corridor Danube Bridge 2 which is being constructed and will connect Bulgaria and Romania. The construction of the bridge has entered its final stage and the accompanying infrastructure is being built. However, the main problem which may prevent local economy from seriously benefitting from the corridor has turned out to be the lack of enough qualifies employees in the region to meet the growing demand for workers in case interest is expressed by potential investors. Therefore additional measures in the field of education and vocational training in the region must be taken.
