Conference under project “Policy on the fees in compliance with the social relations – condition for better governance”
BCCI took part in the opening conference under project “Policy on the fees in compliance with the social relations – condition for better governance” implemented as part of Administrative Capacity Operational Programme. The main goal of the project is to achieve better governance through introduction of a new policy on the fees, based on clear principles and rules.
As a result of the project a new concept on the fees is expected to be developed, which will be accompanied by an assessment of the impact on the social and economic relations, the budget and the specialized legislation concerning the fees.
The existing regulatory regimes will be examined as part of the project and on this basis a legal and economic analysis will be carried out.
BCCI’s position regarding the administrative fees has been repeatedly made known to the Government and emphasizes the need for the size of fees to be directly related to the expenses made for provision of the respective services.
The issue of fees is directly related to BCCI’s proposals to reduce the number of regulatory regimes, to introduce the principle of tacit approval in special laws, to increase the number of services provided by the state and municipalities electronically.
The proposal for the outsourcing of administrative services by the public administration to business organizations which have the capacity to provide them to be normatively regulated is also directly related to the topic of administrative fees. BCCI’s experience shows that business organizations serve the companies more quickly, with higher quality of services and make less expenses than the public administration.
