Round table discussion dedicated to the problems of the renewable energy sector





 

On 21 October, a round table discussion was held dedicated to the problems of the renewable energy sector. Public institutions from the energy sector, renewable energy manufacturers, electricity supply companies, financial institutions and employers’ organizations took part in the debates. The organizers’ ambition, one of which is BCCI, is to provide a platform for constructive dialogue to all stakeholders and through an open discussion to come up with balanced decisions which would be in the best interest of the state, the business and society. The occasion for the round table was the latest turmoil in the renewable energy sector related mainly to the Decision of the State Energy and Water Regulatory Commission of 14 September 2012 specifying the “prices for access” to the electricity network of renewable energy manufacturers. 
 
The opportunity to carry out a preliminary impact assessment, which is obligatory prior to each legislative change in Bulgaria, was omitted, the President of BCCI Tsvetan Simeonov said. The Chamber objects to the continuing policy to transfer the burden from the disorder and financial distortions in the energy sector to the business. The electricity price is still higher for companies than for households, which means that the companies bear part of the social programme of the state and the government in the last few years. It is intolerable to once again place this burden on businesses. Formally, the burden is transferred to companies working in the renewable energy sector, but this inevitably will affect the other sectors and eventually the entire economy. In this sense, another solution must be sought instead of the proposed one, the President of the Chamber stressed. 
 
The participants in the round table discussion agreed that the so-called “green addition” to the electricity price is not estimated correctly, thus causing deficits in the system from which not only the manufacturers but electricity distribution companies suffer. 
 
The main conclusion at which the participants in the discussion arrived was the lack of transparent and predictable regulatory and legislative framework in the renewable energy sector. Their opinion was shared by ambassadors, business organizations and representatives of the banking sector.
